Proficient in transition and change management, contracts, project initiation, process reviews, planning and monitoring.

Experience in Government reporting, updates and process reviews.

Our client is an established and stable organisation looking for an experienced AVP, Transition and Business Change Management to join the firm’s programme management office. This role is based at the Northern Part of Singapore (nearest MRT station is Khatib).

For this role, you are responsible for the Change Management and Transition from the project phase to the operation phase of a park development project. You will ensure the entire project is well implemented and developed within schedule, cost and quality as well as the successful handing over to the Operations team. Specifically, he/ she shall plan, implement and support the entire transition and change management process.

Key responsibilities:
Transition Planning and Strategy (Handing Over to Operations)

Develop, prepare and monitor the transition plan and strategy from construction to operations which shall include the components of:

Documentation: Inspection Records, Permits, approvals, drawings, designs, operating specifications, technical specifications, warranties and training manuals.

Training

Asset checklist

Maintenance Plans: Adhoc and Scheduled

Resource and Competency Framework

Outstanding issues and new enhancements

Security and Safety

Crisis Management

Financial Operations

Communication Plans

Policies and Governance

Prepare affected business functions for transition to the new way of working, potentially implementing new business processes; and

Optimise the timing of the release of new deliverables into existing business operations.

Change Management

Develop structured methodology for the change and lead related activities;

Create communication plan and ensure that it is followed;

Create action plans related to change management process and measures for the change areas;

Ensure plans are developed in consultation and shared with all affected stakeholders;

Ensure adequate and timely engagement of all stakeholders at different agreed stages of the process;

Ensure buy in and commitment;

Track and report issues as they arise; and

Document change throughout the process for future learning and knowledge management

Future Programmes

Develop new programmes for the continued revenue growth and sustainability of the parks.

Requirements:
Good Bachelor’s Degree in Engineering, Business, Accountancy or related disciplines

10-12 years of relevant work experience

Proven track record in stakeholder management, especially prior /current experience working with Government agencies is a must

Proficient in transition and change management, contracts, project initiation, process reviews, planning and monitoring.

Experience in Government reporting, updates and process reviews.

Must have experience creating or reviewing policies and SOPs.

Experience in transition, change management, process review and strategic planning

Meticulous, organized and detail-orientated

Ability to work well with peers, subordinates, senior management and stakeholders. Strong people skills and is diplomatic.

Ability to articulate and provide presentations, reports & updates to management

Open to being based in the Northern part of Singapore (nearest MRT station is Khatib)
